Pact between all the Gods

Early in history it became apparent to the Gods that if they acted directly on behalf of their followers they risked two things;
Direct action would sooner or later bring Gods into direct conflict with each other. The destruction this would cause would very likely leave no worshippers for any God. The Soul Harvest would end.
Given the availability of totally accurate information and predictions, and of Godly resolution of any problems, mortals would inevitably sink into apathy, expecting their Gods to sort everything out for them rather than doing anything, and from there die out. The Soul Harvest would end.
The Pact of the Dawn Concords agreed two things.
No God would intervene directly on Prime Material planes in direct opposition to any other God. Instead, priests and heroes would be granted as much divine power as they had personal strength to channel, in the form of spells and other abilities.
The spells of Raise Dead, Resurrection and Reincarnation would not be provided to mortals. The Gods had better uses for the souls of dead followers.
For most of recorded history, this agreement kept the shadow of a God War at bay, until 1655 when four of the lost Gods of Khabra were re-awakened by Gorfang, Eloy, Meabh and Lynien. These Gods were old enough that they had never agreed to the Concords, and they managed to get two of the heroes to steal the Seeds of Life which drive the forbidden spells from the City Forever. With that cat out of the magical bag, the other Gods reluctantly let go of the second clause and allowed the restoration of life under certain circumstances.
At the peak of the Age of Holy War, the Gods met again on Stormpeak and re-affirmed the Concords, instructing their followers to scale back the hostilities that looked ready to depopulate Alair completely. At this point the Khabran Gods became "signatories" of the Concords - except Sabath, who alone of all Gods refused to accept the Concords. This second pact is the Stormpeak Accords.
