The blood must be fresh, heartsblood (stemming from a mortal wound), and from an actual dragon - polymorphed non-dragons do not produce Ta'nara heartsblood unless the original creature was of the Kin.
One who has drunk it gradually becomes aware of spoken or written words becoming comprehensible, until they are able to seamlessly understand anything spoken or written in any language past, present or future.
All true dragons are Ta'nara.
